NRF Referee Development Plan

Fostering a thriving referee community is central to growing our game and creating positive experiences for everyone. 

Our Referee Development Plan sets out how we will recruit, retain and develop our referee community, with clear targets and the activity that will get us there. It’s been developed alongside our referee community and we’re grateful for the valuable thinking and engagement that’s helped us create this plan. 

We want our referee community to feel supported and respected, because they make a vital contribution to the game. This plan is one of our key activities to achieve our 2026 measure of 300 active referees as outlined in our strategy, and we’re pleased to share this with clubs first.

Refereeing is a great way to contribute in our game. 

It's an opportunity to stay involved after playing, keep fit, earn money and get on a pathway to officiating at a high level. 

We run regular courses for anyone wanting to get started refereeing at any level, and build their knowledge and skills.
